What I observed in all over NYC, the lower east side, areas on Brooklyn, Washington Heights, for ex., was sneakers hanging from street lamps. This inmediately took on its own mythology- signalling gangs? community art? contemporary smoke signals? A definite NYC fixture with many possible meanings.
